The House met at 7.30. Tho Waiapu Hospital District Bill (Mr Carroll), Waikokopu Haiborßill (Mr Carroll)! Gisborne Harbor Board Amendment Bill (Mr Carroll), and W’uiroa Harbor Board and Loan Bills (Sir W. Russell) were read a second time on tho voices.
Forty local Bills on the Order Paper were advanced a stage before 11.30. Mr Seddou then moved tho second reading of the Referendum Bill, to provide for certain Bills and Legislative proposals be. ing submitted to a poll of the electors of New Zealand. He said sevoral questions such as the reform oil the Legislative Council, leasehold versus- freehold, and Bible teaching in schools could with advantage bo referred direct to the people.
