RUSSIAN STEAMER SEIZED BY JAPAN.
By Telegraph—Press Association—Copyright St. Petersburg, Dec. 7. Japan has seized the Russian steamer Progress, which sunk the Japanese steamer Lokaitaru recently in a collision on the high seas. Russia disclaims liability for damages, and threatens to seize a Japanese mail steamer unless the Progress is released.
