Tho commander of a Poctugoso gunboat forbade the Baltic fleet to coal at Tiger Bay, Angola. The Russians thereupon retired.
The French Foreign Office states thal the Baltic fleet was not anchored in Madagascar territorial waters. A French correspondent at St. Petersburg states that the Czar has finally determined not to recall the Baltio fleet.
