Well-informed Washington advices state that Japan is likely to demand neutralisation of Vladivostok, offering in return not to fortify Port Arthur. Diplomatists declare that Baron Komura stipulated before accepting the mission the raising of a now Japanese loan in view of continuance of tho war in the event of the negotiations failing ; occupation of Saghalien, and an advance against Vladivostok, striking a deoisive blow at Manchuria. Tho first throe stipulations have been fulfilled. _ . Advices from the front indicate the imminence of a general engagement in Man-, churia. «
