(Per P.reso Asseciatlon.) {Loudon, Sept. 24. An earthquake alarmed the people of Pertheire and Stirlingshire. Houses were shaken, and the inhabitants rushed into the open. The Observer states that the Government have decided to purchase the commercial docks and establish a naval base at Singapore. The cost of the docks is to settled by arbitration. Vienna, Sept. 24. The Emperor Josef gave audience to M. Kossuth and the leaders of the Hungarian majority. He invited them to form a Cabinet on the basis that military questions where concessions were impossible should be excluded from the programme. Stockholm, Sept. 24. Representatives of Sweden and Norway, at Karlstad, reached ,an agreement, and protocols have been signed, l't is believed that Norway assented to Sweden’s demands, conceding arbitation on the question of demolition of fortresses. Clatham, a German, was killed near Shusha. The Consul made vigorous representations, and demanded an explanation of the crime and recovery of the body. Advice has been received that Germans defeated and inflicted heavy losses on the rebels in the hinterland of Kilw a, German East Africa Tokio, Sept 24. The Russian Jwarship Retvisan has been refloated at Port Arthur. Sydney, Sept. 25. Arrived : The Union Company’s new steamer Karituna, from London. Melbourne, Sept. 25. The jnew White Star liner Oufic brought a record cargo from New York of 12,000 tons. It is insured for half ] a million.
A cold snap has been experienced throughout the State. Heavy snow fell on the highlands, and sleet and hail on the lowlands. The weather is piercingly cold in the city.
