Tho Novoo Vremya, in an apparently inspired article, suggests that all Powers interested in tho Far East should subscribe to the provisions of the Anglo-Japanese treaty respecting the maintenance of the Btatus quo in China, while Central Asia should beoome tho subjeot of a mutual guaraDtso between Britain and Russia. The Novoe Vremya recognises that there 1 is no chance of concluding an effeotive 1 anti-British coalition, since for ten years no "other Power dare move in the Far East without British and Japaneso permission.
