PRESS ASSOCIATION —COPYRIGHT London, July 23. Sir H. 0. Bannerman opened the interparliamentary Conference at the Royal Gallery of tbo House of Lords. Six hundred rep eientatives were present from twenty-one foreign Parliaments. After Sir H. 0 Bannerman’s speech tbe members representing tho Russian Douma left the Congress, and are returning to Russia.
