Dunedin, last night. The Hon. J. A. Millar has decided to make his permanent bomß in Wellington, so as to have bis family with him, and to enable him to go fully into the tariff question in order to prepare reforms which it is anticipated will be introduced next session. He has no intention, however, of severing his political ties with Dunedin,
