Tho Times, in a further articlo on Iho Imperial Conference and Imperial unity, urges that an Oceanic Empire cannot permanently bo maintain, oil by sea-power residing only in one small portion thereof. The colonies should be encouraged to build destroyers, scouts, and small cruisers for themselves, and to manufacture torpedoes, guns, and ammunition, the Admiralty purchasing if the terms are reasonable.
