RESIGNATION FOLLOAVS NEAA'S PAPER INSINUATIONS.

Ottawa, April 2.—Charges against the morals of the members of tho Canadian Cabinet reached their culminating point this afternoon, when Sir Wilfred Laurier announced that he had received and accepted the resignation of the Hon. H. R. Emmerson, Minister for Railways and Canals, accused by the Opposition press of having been ejected from an hotel in Montreal when in disreputable company. Mr. Emmerson has sued three papers for libel, and if he establishes his innocence will probably re-enter the Cabinet. In an impassioned address to the House Mr. Ennnerson declared himself innocent of tlie charges. He would be able to clear his name in tlie courts of justice, but he considered that in justice to Sir Wilfrid Laurier lie should retire from the Cabinet and establish his innocence. Ho did not want his leader to go to tlie Colonial Conference with the stigma of unchallenged charges hanging over the head of one of his associates.
