NOTICE OF INTENTION TO PROMOTE A LOCAL BILL. nVTOTICE is hereby given that the Gisborne Harbor Board intends to promote in tho forthcoming session of Parliament a Local Bill, the objects of which are as follows: 1. To borrow the sum of £400,000, at 4 per cent., for a period not exceeding 40 years; also, £ per cent. Sinking Fund. 2. Such sum of £400,000 to be expended as follows: £350,0U0 in an Outer Harbor for Poverty Bay, and, £50,000 (with accumulations) to pay off old Loan of £200,000. 3. Such sum to bo raised by issue of Debentures secured upon rents, profits and dues receivable by the Board, and a Special Rate upon tho cajiital value of all lands, including Crown and Native lands, in the Gisborne Harbor District. 4. The Gisborne Harbor District is constituted by inclusion of Gisborne Borough, Cook Cohnty, and AVaiapu County. 5. The Special Rate not to exceed Id in the £ in the Borough, Jd in,the £ in the County of Cook, • and id in the £ in the County of* Waiapu. 6. Before raising Loan a Poll it to be taken of all Ratepayers in the Harbor District, and if Poll is not carried by a majority of votes exercised, -Loan is not to be proceeded with. 7. The Bill contains necessary provisions for taking such Poll, in accordance with “The Local Elections Act, 1904,” and provides that ratepayers rated for pro-, perty up to'£looo shall have one vote; up to £2OOO, two votes; over £2OOO, three votes. The amount of Rate to be levied in eadi year is not to exceed such amount as is required to provide for jiayment of interest and Sinking Fund, after taking into account -the estimated balance of ordinary revenue available, deducting working expenses, cost of administration and interest accrued upon previous Loan. 9. Tho Rate to bo levied in the Borough of Gisborne- shall be double , the Rate levied in; the -County of Cook, and the .Kate levied in the County of Cook shall be double the Rate levied in the County of AVaiapu. ■lO.
