I proposed the establishment of citizer militia and the employment of arbi tration in settling disputes. A sensation was caused- by M Herve opposing its adoption withou' discussion. He demanded an assurance that the German Social Demo crats agreed with the resolution-, anil not with Herr Bebel’s or M. Vollmar’s views as expressed in commit tee.

M. Van der Velde explained tha they agreed with the combination re solutions.
