A committee of the conference has approved a preliminary agreement regulating the use of submarine mines, the leading powers making important reservations, .showing great differences on points of vital importance. Germany, Russia, France, and possibly the United States will refuse the precautions alul modifications which - Britain and Japan consider imperative.
