IMPORTANCE OF SELF-HELP.
CANDID OPINION BY THE GOVERNOR. (Special to Times.) WELLINGTON, Oct. 13. Some sentiments on the principle of self-help as a first step towards assistance from tho powers that be were expressed with charming frankness by His Excellency the Governor oil the occasion of the opening of tho Wellington Arts Exhibition yesterday afternoon. Speaking on the subject of Government assistance to Art Sosities, Lord Plunket remarked: “Really, if you want to get something from the Government the best way is to put your hands in your pockets. If you do that, you have a better chance of succeeding in any appeal to the Government for assistance.” His Excellency, in observing that there were no Ministers present, went on to say: “I think I am representing the feelings of my Government in this matter, although I may state the position in a nioro bald manner than they would do themselves.” His Excellency apparently did not notice the Minister for Education, who was present in tho audience during the opening ceremony.
