Nov. 16. y Lieutenant Uilsmo .(.arrested in Finance on a charge Of espionage) admits that he asked Germany .to pay 950,000 francs for plans of the defences of Toulon harbor, hut he was informed the payment was too much, as .the plans were only of se- : condary importance. (Received Nov. 17, 4.25 p.m.) Lieut. Ullmo attributes his downfall to. opium-smoking.
