LONDON, No'v. 25. Air. Haldane., Secretary of War, in the course of a speech at the Guildhall, stated that under the new territorial army scheme London would furnish in the event of war two divisions, comprising 2-1 battalions, with yeomanry and artillery. General Badcn-Powell, in- a lecture at Scarborough, expounded a scheme for the voluntary training of one million and hoys of the United Kingdom who are now drifting, many going to the bad.
