GERMANY'S LARGE EXPENDITURE. BRITAIN SAFE FOR A YEAR OR TWO. United Press Association —Copyright (Received Dec. 20, 11.34 p.m.) LONDON, Dec. 20. Sir Edward Grey, in a speech at Berwick, referring to the proposed Hague Conference to compare naval programmes with a view to mutual reduction, (laid that view was not yet accepted. It was well known that the Gorman Government was embarking on a very large naval programme. Ho added: “1 have no complaint to make. I mention this because it is important and not in any carping spirit. At the same time if : thers increase their navies we will undoubetdly have to increase ours. There is no need for hurry. The present position is perfectly secure for a year or two more; but if our neighbors largely increase tlieir naval expenditure it is impossible for us to continue a reduction of ours. At present wo are in such a position regarding sea power that there is no need to bo alarmed at the increase of any other country’s expenditure on the navy.”
