Lysmir, it Sherratt and W. D. Lysnar. From business arising out of tho minutes, Or. Konwny asked that Cr. F. J. Lysnar replace him at the AVuiroa mooting. This was agreed to. correspondence. A number of ratepayers drew attention to tlio tact that water which used to How across the road at Barker’s Bush on the Ormond road had ceased to How, thereby causing great inconvenience and loss to tlio settlors, carters, and others using tlio road. They understood that the water was to ho diverted shortly. They requested tlio Council to placo a small windmill and trough on tho road at this point, as there would would be a permanent supply of water available at a depth of not moro than six feet, and a great public boon would bo conferred as this was tho best water obtainable on the road. Mr. J. C. Field would undertake to so that tho windmill received proper attention. Tho Chairman said that although there would bo other similiar requests, ho was in favor of granting the application. . Cr. Ken* way took exception to making a special’ease of this, although it was in his own district. It would save dairymen from making provision for water anil this would bo an unwise precedent. Cr. F. J. Lysnar snake in favor of the request. Cr. Komvay stated that he would not oppose a trough and a well, but lie was against putting up a null in the road. _ Cr. Kenway, as a member for tlio riding, asked that tho Engineer put up a trough and a pump. He proposed than £lO be granted to fulfil tho requirements of the Bottlers. Cr. AV. D. Lysnar spo'ko for the request. Tho Chairman said tluit it would mean twenty others, and in nine years out of ten, it would not be needed. Mr. Lysnar used the word paltry. Cr. Kenway objected very strongly to such remarks and he would not stand it. The amendment to grant £lO was carried by -1 to 2. It was decided to advise Air. C. Keenan, Ormond, that no further grants towards his trough would be made. The District Hoad Eugiucor wrote re the Olliver road to the effect that there were no funds available for any further construction during tho current year. He had, however, a small sum oil hand for the purpose of repairing the dray road between the (lisborno-Alotu road and Boulder Crossing bridge He did not think that the settlers had much to complain of in the matter of packing as only recently two miles had been formed at the AVhakarau end and ono mile at the ltakauroa end as a dray road. The construction of this road as a. dray road would entail tho expenditure of somo thousands of pounds, and would bo of little uso when completed. C'r. McDonald stated that tho man who had been packing fourteen years’ had constructed a S'ledgo track. A letter was received from throe Tolaga Natives asking that metal be not taken from a placo which interfered with their burial grounds. Tho request was agreed to. Tho District Health Officer approved of tho action taken iu several To Karaka cases. Air. A. L. Bollerbr returned a tracing with suggested alterations of boundaries. Tho matter was referred to Cr. F. J. Lysnar.

Alcssrs Do Lautour, Barker and Stock forwarded a legal opinion in regard to the powers of tho county ranger to impound cattle found wandering at largo on a County road on a Sunday. Section 17 of tho "Impounding Act, 1854,” empowers any person authorised either by tho local authority having charge of the roads, or any person owning laud adjacent thereto, to impound any cattle which shall at any time of tho day or night be found wandering at largo, or straying in, or lying about, or totliered’ in any road, or other place of public resort, or so immediately adjoining thereto as to obstruct tho same.

An application was received from Mr. M. G. Smith, To Arai, for permission to expend the thirds accruing from his sections between Iris house and tho junction of the Tokomu and To Aria-Mangapoiki roads. Tho clerk said there was a surplus of £29 and tho request was met, to that amount. Tlio County Ranger reported having impounded 34 horses during tho* past month. The clerk stated that cows were driven from AVa.imata to the Ormond pound. Ho suggested that if the driving fees were paid the animals should bo released. Cr. AV. I). Lvsnar moved and Cr. Kenway seconded that tho ranger he instructed to give up tho animals when tho fees were paid. In reference to a Patutalii loan, the Chairman moved that for the purpose of providing interest and for the purpose of tho (loan of £IOOO to bo raised by the County Council for enlarging the main drain at Patutahi and the construction of outlets for road drains, we do levy a special rate of one-thirtieth of a penny in the pound upon rateable property and that the rate be a recurring one until tho loan was paid off.—Carried. , , . Cr. E. J. Lysnar asked that permission he given for the erection of a roadman’s wliaro near The Engineer stated that it was required and it would cost about £2O —Permission granted. Cr. McDonald brought up the question of a road deviation in his district, requiring two men for a fortnight. He proposed that the matter be lelt to the Engineer. It was decided to authorise the work, providnl the lab or was supplied Tree. TOLAGA RIDING. In accordance with notice, Or. C'r. Ken way stated that if nothing was done the Wigan settlors would have to stay at homo. Some of tlio urgent works should bo gone on with. The Chairman proposed' that the Council authorise the Engineer to prepare elans and specifications tor the Alangatuna work at a cost of 'about £2OO. Cr. Ale Donald' seconded the motion. Ever since tlio road had been converted into a dray road it had been nothing but bogholes. The motion was carried. Cr. Boland said that tho other two places were very urgent. The Engineer stated that a cutting on the Hauiti road urgently required attention. Cr. Komvay suggested that the Engineer lie asked to report on the Hauiti and Takapau roads. The Engineer stated that if any metalling was tor bo dono it would need to be done,at once. Cr., Boland' proposed that the Engineer lay off the work for the Tolaga Hill road' at £3OO, and £3OO on the Hauiti road. Cr. F. J. Lysnar seconded. Cr. W. D. Lysnar remarked that without authorising anything else the Council would be short by £lO- - If all the authorised money had to bo paid the bank might object. Cr. Kemvay was against tlio motion. Cr. Boland asked tho Chairman to put the two clauses'in the motion separately, He also -asked' that the words ‘‘payment forthwith” be inserted. The motions were put and lost. Cr. Boland then moved that tho Council resolve to do the two works when funds were available. Cr. F. iff. Lysitffr seconded. The motion was carried unanimously. Cr. AlcDonald referred to a Government grant of £750 lor the Patu-talii-Alotu road. He urged •that an effort be made to ascertain whatgrants wore available. It was decided to find out the position of the grants, and inquire which of: the works the Government was going to do ami which the* Council was going t 0 THE MINISTERIAL VISIT. A discussion took place on -tins matter. Cr. Lysnar thought the Council should support the Farmers’ Union with the stock route. Cr. Sherratt mentioned' an alternative route through Taliora, but Cr. Lysnar said tint the Union had plans of this, and had gone into tho matter. Cr. Sherratt thought that the proposed route was too far south. The Chairman said that there was a better mad via Rimuhau, with plenty of feed. The diversity of opinion on the stock route was so great that nothing was decided upon. The meeting was adjourned.
