Balfour, at a great Unionist demonstration it Glasgow, admitted the difficulty of the problems ahead, out said that the dangers of fiscal reform were far less than those associated with social .reform. Mr. Balfour was convinced that a great majority of the party favored a moderate and resolute policy of fiscal reform.
