United Press Association— Copyright (Received Jan. 19. 4 23 p.m,) LONDON. Jan. 18. Ihe Right Hon. A. J. Balfour, at a great Unionist demonstration it Glasgow, admitted the difficulty of the problems ahead, out said that the dangers of fiscal reform were far less than those associated with social .reform. Both rere difficult; both were necessary, but if the Unionists aspired to achieve these reforms, the small thoimdi not important extreme wings, who found it difficult to work with the .mst solid main body, must sink their differences and arrange to_co-operate. Mr. Balfour was convinced that a great majority of the party favored a moderate and resolute policy of fiscal reform. If material concessions enabled them to adopt an effective common action, the country would -eject the most reckless Government ha had ever held office, and would "all to power, men with a i constituHonal and imperial policy.
