As a sequel t-o the recent deadlock in the Borough Council, the Mayor (Mr. 11. Essex) addressed a large public meeting at the Opera House this evening. Hr. Essex, who was well ircimd, explained the position he had taken up: and the tactics of his Council in the matter.
