THE TE ORANGA SCANDAL.
THIS COMMISSION OF ENQUIRY
Press Association. PORT CHALMERS. Feb. 13. Air. H. AV. Bishop ,S.iM., .has received from the Governor his appointment as a Commissioner for the purpose of inquiring into and reporting upon the management ol the to Oranga Home. The Commission sets forth that the Commissioner is to enquire and report as to “the Hian- : a genie nt of the said school, and the treatment of tlio resident inmates therein during the last two years m regard to the following matters: (l; The suitability and efficiency of the methods adopted in the said school for the classification of tlio inmates in sections or grades for reformatory treatment; (2) thojgcueral treatment of the inmates, particularly as regards the methods of punishment, having regard to humanity on the one hand and the’ maintenance of proper discipline on the other, and any special treatment as regards punishment to which any particular inmates (whose case may be brought before you during your inquiry) may have been subjected; (3) the duties of the members of the stall, and whether or not such duties and the conditions under which they are performed entail any undue hardship; (4) the relations between the manager and the staff of attendants under her control, and the discretion, or otherwise, exercised by the manager in respect of her dealings with such attendants. Air. Bishop will sit as Comniissioner on March 2nd, and Mr. E. H. Pope, Assistant-Inspector of Industrial Schools, will represent the Education Department, and Mr. J. Gray, of the “Hansard” staff, will act as secretary.
