A DIFFERENCE OF OPINION. United Press Association —Copyrigb (Received Feb. 16, 5.10 p.m.) VIENNA, Feb. 15. Tho Nieno Free Press, Vienna, states that the Treaty of Berlin does not allow Montenegro to permit railways across its territory without express consent, arid says that it is doubtful whether this would be given, as tho proposed line would greatly neutralise tho value of Austria’s projected railway to Mitrovitza in Turkey.
