(Received 'March 12, 11.55 p.m.) LONDON, March 12. In discussion on the army estimates Mr. H. Fownes LuttrelL moved to reduce the regular army personnel of 185,000 by 10,000, but the closure was carried by 18G to 41, and the army vote was agreed to.
