President Roosevelt announces that lie is about to send a message to Congress, urging enactment of tho programme prepared after consulting with the leaders of the Senate and House of Representatives, which includes revision of the tariff, by a special session of Congress of 1908 to amend the Sherman Anti-Trust law to enable railways to make reasonable traffic agreements, subject to tho consent of tho interstate commerce commission; also to pass the Employers’ Liability and financial Bills introduced by Senator Aldrich.
