He emphasised the political indispensabinty ot constructing within five years a second trans-Siberian line and Amur l-iilwav, totalling £36,000,000. Extraordinary expenditure upon national defence during the next five vears would total £32,000,000 He explained the tendency ot ordinary expenditure to increase in the case of countries passing from an absolute regime to national representation. He foreshadowed an income tax. -
