Mr. Edmund Robertson (Parliamentary and Financial Secretary 1 to tho Admiralty), and Mr. Thomas Lough (Parliamentary Under-Secre-tary to the Board of Education) retire. Mr. Lough will ho made a Privy Councillor. ■Mr. T. McKinnon Wood (member for St. ltollox, -Glasgow) succeeds Mr. Lough. ■Dr. T. G. Macnnmaru (member for Camberwell and Under-Secretary to tho Local Government Board) becomes Secretary to tho Admiralty. Mr. C. B. Hobhouse (formerly Un-der-Secretary to the India Cilice) has been appointed Financial Secretary to the Treasury. The opinion in France is favorable to Mr. Asquith’s Ministry. Lo Temps states: “Mr. Asquith’s practical opportunism- has replaced Sir H. Campbell-Bannerman’s naivo sentimentalism, which was fail of illusions and occasionally embarrassing.” The Chroniclo states that it is intended to increase tho status of presidents of Board of Trade and Local Government, allotting salaries of £SOOO (doublo tho uresent salary). CAPETOWN, April i t. The Cano Times states that South Africa may congratulate itself on escaping from tho , peril of Mr. Churclnil as Colonial Secretary. Tho Argus expressed relief at tho removal of Mr.- Churchill, and gratification at tho appointment of the Earl of Crewe.
