MAYORAL ELECTION. TO THE BURGESSES OF THE BOROUGH OF GISBORNE. JV ABIES AMD GENTLEMEN,— In response to tho request of a Jargo number of ratepayers, I beg to offer you my services as Mayor during the coming year. My views generally on Municipal. mattevs are strongly progressive. Tlio most important cjuestiou at present beforo tne Council is that oi sanitation, in which I take a very keen interest. I am earnestly clesiroils of initiating a Drainage System in the more congested parts of the Borough, which may bo extended -to embrace other portions as necessity arises.! The. Water Supply must bo pushed to a successful completion, and those streets not already reticulated unistbe provided for as speedily as possible. There is no doubt that our Streets and Roads generally are in a doplorable condition. Many are without jiiotal at all, and in many more tlio metal !is worn out. The whole question resolves itself into that of obtaining a cheaper and more regular supply, of metal. I shall endeavor to dovelop tho sources of metal we already i possess, and also to procure additional supplies. The;number of Street Lamps should be considerably augmented. I am in favor of tho Municipal con-, trol of the Gas Works, and of bringing the Fire Boards Act into operation. I oonsider that tho time has arrived when Gisborne should have a continuous Telephone Service, in order to bring !it into line with centres of equal (importance. I am strongly of the opinion that provision requires to be made for cases of Chronic Disease such as cannot be dealt with in our present Hospital, : and also that the present accommodation at the Old Men s Home should be extended so as to include both sexes. If you elect me I shall have a seat on tiio Harbour Board. lam in favor of the construction of an efficient Outer Harbor, believing that better shipping facilities would materially advance the welfare of the town and district. I endorse the action of tho Board in procuring the advico of eminent engineers, and m referring the plans to the marine superintendents of the companies trading to the port. I shall use every endeavour to have tho matter placed fairly! and squarely before the ratepayers as early as possible. I am anxious that-futher Reserves should be secured for the people, and especially desire to obtain a Public Reserve up the Waimata River for the use of boating parties. I heartily advocate that our Railway should be pushed on without further delay. When the forests are tapped an export timber trade will be developed, which will result in materially reducing freights on coal and other .imports, thus reducing the cost of living in Gisborne. I have the utmost faith in the future development of Gisborne, and should you honor me .by election it will be my oonstant endeavor to promote and advance its interests by every : means in my power.
