THE DRINK QUESTION. IS STATE CONTROL DESIRABLE? IN Russia there is oomploto State control. It was introduced in 1893 for two laudable reasons, as given to the Emperor by Count do Witte — (1) To increase the State income by transferring to tho Government the profits of the private vendors. (2) To put'an end to adulteration by providing only unadulterated alcohol of a fixed degree. HAS IT BEEN A BLESSING OR A CURSE TO RUSSIA 'i The not profits havo increased in live years from 951,000,000 roubles‘to 501,000,000 roubles. Tho consumption of alcohol has rapidly increased. Tho power of closing public-hous-es can no longer be exercised by 'tho communities, as l'ormerA leading member of the Duma, addressing the Premier, saul: “You speak of the hopeful condition of State finances; but your Budget is built up of tho poison given to the people, upon the destruction of its vital forces by drink, encouraged for fiscal purposes.” ‘DRINK KILLS RUSSIA.”
