My first plunk is DRAINAGE, as the most important question to come before the Council, and I declare myself in favor of the Rest and .Practical system within our means. Mv second is the question, of METALLING our Itoads. Tlio present system is wasteful, and I am in favor of tlio Borough, County, and Harbor Board combining to establish and m.stal the Most Economical and Practical means of obtaining tlio Best Me-, tal within our roach. In addition to the above, my views on the following questions are, that wo should tako Immediate Steps to secure the Kaiti Hill for a Bjgathuig-. place for our Citizens, which could be lnade the Show Place of tlio Town. I also favor securing land for Recreation purposes both on AYliataupo'ko and Kaiti ; and that wo should never agree to any Reduction in the Mater 'Pressure contracted for in our pro-, sent supply.' As an old resident of Gisborne, and a heavy Ratepayer, I need hardly say that my whole" energy will be devoted to its welfare, aticV T behevc in a PROGRESSIVE POLICY, without Recklessly Overburdening the Citizens. The AVater Supply has undoubtedly en a great boon to the town, and 1 all favor every street in the. Borigli being reticulated as speedily as issible. MAYORAL ELECTION. TO THE BURGESSES OF THE BOROUGH OF GISBORNE, AND GENTLEMEN,— In response to the request of a large number of ratepayers, I beg to offer you my services as Mayor durin„ the coming year. My views generally on Municipal matters are strongly progressive. The most important question at present before the Council is that o sanitation, in which I take a very keen interest. I am earnestly desirous of initiating a Drainage System in the more congested parts . or tne Borough, which may be extended to embrace other portions as necessity arises. The Water Supply must be pushed to a successful completion, and those streets not already reticulated must be provided for as speedily as possible. There is no doubt that pur Streets and Roads generally are in a deplorable condition. Many are without metal at all, and in many more tlio metal is worn out. The whole question resolves itself into that ot obtainin'' a cheaper and more regular supply of metal. I shall endeavor to develop the sources of metal we already possess, and also, to procure additional supplies. The number of Street Lamps should e considerably augmented. I am in favor of the Municipal control of the Gas Works, and of bringing tlio Eire Boards Act into operation. I consider that the time has arrived -hen Gisborne should have a coutinuus Telephone Service, m order to ring it into line with centres ot qua! importance. » I am strongly of .the opinion that rovisioti requires to be made tor ises of Chronic Disease such as cam ot be dealt with in our present Hosital, and also that tho present acimmodation at the Old Men s_ Home, lould bo extended so as to include otli sexes. If you elect me I shall have a seat i tiie Harbour Board. lam in vor of the construction of .an etn* cut Outer Harbor, believing that itter shipping facilities would ma‘rially advance the, welfare or tlie iwn and district. I endorso the ■tion of tho Board in procuring the Ivice of eminent engineers, and in jferring tho plans to the marine ip.erintcndents of the companies •ading to the port. I shall use every ideavour to have the matter placed lirly and squarely before tho rateiiyors as early as possible.
