I am satisfied that our future prosperity will be materially aided by securing a reliable Outer Harbor, and, with this in view, consider that a scheme based on tho best engineering advice possible should be placed befor the ratepayers at the earliest opportunity. I am also of opinion that the expenditure on the river should bo curtailed as far as is compatible with keeping tho channel open to its present depth, and maintaining tho best shipping facilities possible, and consider this can be well dono without the strikng of a rate. I would strongly oppose any unnecessary expenditure ill blasting in tho river other than the removal of any rocks that may be found obstructive to the traffic in the channel.

Any measures brought forward calculated to advance the interests of the District, or to afford increased facaiities for handling our produce and merchandise at the port, or conducive to the comfort of the travelling public, will meet with my hearty co-operation.
