I am satisfied that our future prosperity will be materially aided by securing a reliable Outer Harbor, and, with this in view, consider that a scheme based on the best engineering advice possible should be placed before the ratepayei'6 at the earliest opportunity.
I am also of opinion that the expenditure on the river should be curtailed as far as is compatible with keeping the channel open to its present depth, and maintaining the best shipping facilities possible, and consider this can bo well done without the strikng of a rate. I would strongly oppose ally unnecessary expenditure m blasting in the river other than the removal of any rocks that may be found obstructive to the traffic in the channel. Any measures brought forward calculated to advance the interests of the District, or to afford increased facilities for handling our produce and merchandise at the port, or conducive ito the comfort of fjie travelling public, will meet with my hearty co-operation.
