Tie admitted the colonies had more liberal schemes, but they were in different- positions, having no groat military or naval expense. The navy defending them was maintained by the Old Country, and could the British Government- bo saved even half the naval and military expense the case would be different. Although tlio Opposition declared that the money ■required was not provided for, that was purely a quibble of the Opposition. (Laughter.) Ho . added that they proposed to excludo from the operation of the character test all who bad been members of benefit and friendly societies or trade unions for a decade. Mr. 11. Cox moved an amendment strongly supporting a contributory scheme on the German model. Lord Cecil seconded the. amendment, and emphasised the socialistic elements of the measure. Jlr. J. O’Grady described the Bill as hopelessly inadequate. Atr. Asquith gave notico of motion to allot seven days to discussion of tlio Bill, five ivliereof to bo devoted to the committee stages.
