Tho Earl of Crewe, in the House, of Lords, stated that no further reductions in tho army were contemplated. Tho Government were making inquiry ns to tho general expenditure, but it was not confined to any one department. THE LICENSING BILL. AN ALL-NIGHT SITTING. Tho House of ■ Commons, spent an till-night sitting over tho first clause of tho Licensing Bill, providing etatutory limitation licenses, without making any headway. .There was much heat and a sharp passage between Mr. Asquith and Mr. Austen Chamberlain, the latter declaring the Premier discourteous, and suggesting that ho did not read the Bill. Lord R. Cecil and others intervened, and tho Chairman finally stopped tho tumult, narrowly averting a scene.
