CONDON, Alight 3. Owing to the Belgian Government promising to "mprove the treatment of the Congolese, especial I v l,y increasing their liberty to labor and giving them the right to dispose of the produce of their lands, the 'British Government will not insist on the abolition of the system of paying taxes in labor within a specified time. Belgium also undertakes, after annexation, to favorably entertain the proposal to arbitrate in regard t 0 the interpretation of the commercial convention binding upon the Congo State.
