THE SULTAN'S INTENTION. United Press Association. Copyright CONSTANTINOPLE, August 9. The Sultan invited all diplomats to attend Friday’s iSalemhc. Ho thanked them for their congratulations, and reiterated his intention to maintain the integrity of the constitution. Constantinople has resumed its normal aspect. Fifty-four Bulgarian, sixteen Greek, throe Servian, and thirty-two Moslem bands, including 700 members, surrender and return to their homes, trusting to the now constitution. THE UNION OF PROGRESS. The Turkish Cabinet is largely composed of nominees of tlio Central Committee of the Union of Progress, which engineered tlio revolution. Official circles in Berlin and Vienna are amazed at tlio Turkish happenings, but express no doubts of the reformers’ discretion. They believe the appointment of foreign financial and other experts will bo mooted by tlio Cabinet, with a view of improving tlio fiiianco 'and developing tlio country’s resources.
