LONDON, August 17. Tho “Spectator” says that the rise of tho United States navy ought to mean peace in the Pacific if mischiefmakers are not allowed to represent tho navy as a weapon to bo used in a race feud between the Englishspeaking people and Asiatics: Washington telegrams state that part' of the United States fleet will visit Genoa and Naples, and possibly Legltorn and Palermo.
