Taverner, the Victorian Agent-General, speaking at Glasgow, Baid, there was little use in talking Imperialism unless the Imperial Government would co-operate in settling, the Homeland’s surplus-population in sparsely-settled oversea dominions. He suggested that the Government’s unemployment grant would, be better utilised, in assisting immigrants than oil..the,present- lines. He advised the 1 Imperial authorities to treat the colonies with more confidence and as an integral part of the Empire, thereby strengthening and consolidating the nation.
