BOROUGH LOAN PROPOSALS

A FURTHER DISCUSSION. ANOTHER .SCHEDULE WANTED. THE MAYOR’S MINORITY. The .Borough Council last evening again spent some time in discussing the Mayor’s proposals to raise a loan for road-muking purposes. The Mayor suggested that each street should be taken separately into consideration. Cr. Pettie understood that a ''new schedule of works was to be prepared. Cr. Bright: I would never vote for the bakl schedule brought forward at the lust meeting. The Mayor: -It is my suggestion that we follow this schedule. Cr. .Alann: AYliat! This schedule? (The schedule published in the “Times” on September 30th.) The Mayor: AYe can discuss each item separately, and mako what alterations there are necessary. Cr. Bright moved that the discussion be deferred until the next meeting of the Council to allow a complete schedule to be prepared. It was quite impossible.to deal with the question without details.

The Mayor: Here are the details. Cr. Alann: Yes, but I understand the schedule lias been enlarged.

The Alayor: Only by a low items. ■Cr. Williams : It has been amended by the AVorks Committee. Cr. Pettie: I understood a new schedule would be prepared. Cr. Alann): It is impossible to deal with the former schedule, anil absurd to ‘bring it forward. I have none of the details.

Cr. Pettie seconded Cr. Bright’s motion. -He wanted to see a schedule showing how the money could ho spent in permanent work, and not pi "patching. Unless that could be done he would never vote for tho loan. The schedule should be submitted to an engineer, for to carry out a work as proposedr a resident engineer wus essential, Cr. AVhiilray saw- no need for the Council to engage an engineer. He had been furnished with tlie details, but they had gone out of his head. Cr. .Somervell was against borrowing money to spend on temporary repairs. The Mayor: AYe enu delete those items, and leave the Council free to spend the money. Cr. Alann : Free to spend at on shingle when the Council docs not want shingle. The Alayor : It is only an attempt to -delay the matter. I would remind Cr. Pettie of his pledge to tho rate-

payers. Cr. Alann : 'ls it tlie Alayor’s place to lecture Councillors? The. Mayor: I can remind Cr. Pettie of liis pledge. Cr. Pettie : I am in favor of raising a Joan for permanent work. Cr.'Alann (to tlie Alayor) :• You arc asking Cr. Pettie to vote for what he does not want. His pledges have nothing to do with you except as a ratepayer. Cr. "Pettie (t ( > the Alayor): You promised bicycle tracks, and have now gone back on your, promise. Cr. Bright: Please put my motion. Tho motion was then put afid carried, only the Alayor voting against it.

Cr. Alann : Carried by six votes to one. (To tlie...Alayor): .You are a minority of one, and you should not be dictatorial. - -

The Alayor: Let' those Councillors who are opposed t 0 the loan say so right out. Cr. Bright: AVliatis tho next business? The discussion then dropped.
