Ladies and gentlemen,— Having been honored by the request of a large number of Electors to offer myself as a Candidate for the House, of Representatives, I have decided to accede to their wishes. Although I shall take an early opuortiuiity of laying my views before you, it is desirable that you should have some indication of their nature. I am in favor of—(a) RESTORING to PARLIAMENT control of the public finances by restriction of the powers of the Ministry in public expenditure. (b) GRANTS VOTED by Parliament 'HIEING EXPENDED ' upon specific works and not diverted at will of a Minster. (c) The continuance of the present system of ELECTION to LOCAL BODIES by RATEPAYERS and BURGESSES. (d) Encouragement of LAND SETTLEMENT upon the OPTIONAL PLAN* with provisions for preventing the aggregation ’ of large holdings. (e) ABOLITION of POLITICAL PATRONAGE, EQUAL OPPORTUNITY for, all, and the establishment of a CIVIL SERVICE BOARD. (f) TARIFF REFORM by reduction of duties on necessaries ot . life.
