Dimitroff, Councillor to the Bulgarian Ministry of Foreign Affairs, informed the “New York Herald” that he concluded a verbal agreement with Kiamil Pasha, whereby Turkey Tecognises the independence of Bulgaria, and consents to a Mixed Commission to settle financial question, including tribute, whose- conclusions will be submitted to' a conference of the Powers. M. Dimitroff predicts that the Turkish-Bulgarian entente will develop inta an alliance. VIENNA NEWSPAPER COMMENT AN ATTACK ON ENGLAND. United Press Association.
