EXTENSION OF THE TIME LIMIT

In the House of Commons, in the report stage on the Licensing Bill, the Government moved amendments to clause 3, as cabled on October 17th, extending the time limit for another seven years. Replying to Mr. Balfour’s spirited protest against the confiscating policy, Mr. Herbert Sam_ uel declared that the 14 years’ time limit was just, while 21 yeax-s was generous.
THE EDUCATION BILL.
HIGH CHURCH OPPOSITION
LONDON, Nov. 17. The opposition of the militant High Ohnrcb party to the Education Bill compromise causes apprehension in Government quarters. Lord Halifax presided at the English Church Union. .Lord Hugh Cecil and the Dean of Canterbury issued the circular 'to incumbents of England and Wales, urging the defeat of fl the proposed compromise on the education question.
