ANDREW CARNEGIE’S SUGGEB TION.
A PROPOSED CONGRESS

LONDON, Nov. 23. Mr. Andrew Carnegie, in an article in.the December “Century” magazine, suggests that the time lias now come for a congress"'"to introduce a tariff for revenue instead of a tariff for protection. He argues that protection is justified in new countries, and it is the only policy available for Canada and Australasia.
