BERLIN, Nov. 23. .The Kaiser., reading a printed speech handed to him by Prince Billow, replied to the Burgiomaster’s address at the Municipal Centenary celebration in Berlin, incidentally tactfully referring to passing clouds, which must not bo allowed to cast a separating shadow between the Kaiser and his people: .
