The “Times,” reviewing the session, says that Mr. Asquith’s Government is in a substantially weaker position than Sir H. Campbell Bannerman’s in January. Nevertheless tlie Pensions, Mines, Port of London, .and Children’s Acts, introducing new legislative principles, may be oxpected to exercise wide and lasting effect in tlieir respective spheres. ...
