United Press Association, Copyright (Received Jan. 5, 11.25 p.m.) PEKIN, Jan. 5. , Yuan Shi Kai was dismissed on the plea that he was .suffering from an affection of the foot, really as the result of a powerful .attempt of the Manchuy to regain ascendancy. Out of fifteen of the highest posts of Ministers, nine 'are Manchus and five Chinamen. Yuan Shi Kai opposed the Manchu -'prerogatives., and objected to the cunuclxs’ influence.
