THEIR EFFECT ON THE RATES

The Gisborne Borough Council is inviting the attention ol ratepu,>eis to five proposals to borrow money to provide drainage, recreation reserves, and street improvements for the town, and a meeting of ratepayers "ill be held in the Garrison Hall on the evening of Alow! ay. January 25, when tho • .Mayor and councillors will explain tne schemes and the ratepayers will have an opportunity to discuss the questions. ' . DRAINAGE. The drainage proposal that will bo put forward is Atr. Mestayer’s scheme to drain Gisborne on the Shone system. The sum required to install this system in areas 1,2, and 3, is £5-5,000. £20.01)0- of that amount will be used to construct the. main outlall sewer, which will serve the whole of the town should the system ultimately be extended all over the Borough. THE AREAS'. For the ratepayer to thoroughly understand the boundaries of those portions of the Borough that are included bv Air. Alcstayer m arc-as 1, 2, and 3. it will be necessary to examine the lithographic plans prepared bv him, and which are on view at the Town Clerk’s office. The areas 1 2 and 3 are that portion ’of the Borough hounded by Read’s Quay; the Taruheru River, the northern hank of the Waikanae stream, and midway between Disraeli. Street and Roebuck Road, and all property holders within that area will be entitled to vote for .all the drainage proposals, but property holders in other parts ol the Borough, can only vote for the proposals for a main sewer, roads, and reserves. To pav interest and sinking fund on the £2(L000, it is proposed to strike an additional rate of 3d in the £ on a rateable property within the Borough, boundaries. The Balance of the money required, £35.000, will be used to -ewer areas 1,2. and 3 only : the other areas to be left unsewered until further date. To pay interest on tins £35.000 and to cover the annual costed pumping, estimated at £llsO per rear, a rate of Is 3Ad in the £ will lie •struck on all rateable property ■within the e three areas, so that all_ rateable property in the areas t-liat will be inimediately sewered will bear an increase in the rates of Is Old m the £ for the benefits to be derived from the installation of the scheme. Then the Council put a third proposal before the ratepayers in areas 1,2. and 3 which is to borrow a sum of £IO.OOO to cover the cost of connecting property 7 with tho sewer drains. The Council undertaking to pay the cost of making the connections* the ratepavers to refund the cost within a period of five years-. To pay interest on the £IO.OOO it is proposed to strike a rate of Is Id in tlic £ on all rateable property within those areas only, for a period of five years, so that during the first five years all rateable property in areas 1. 2. and 3 will bear a special drainage rate of 2s 7id in the £. hut after five years, when the loan of £IO.OOO for household connections is liquidated the special drainage rate will be reduced to Is 6-id. The unsewered property of the Borough will he called upon to bear a special rate of 3d in the £ until such time as sewage connections are made, when a rate to pay the interest on further loans will be struck. ROADS. Tho Council also proposes to borrow £-11.390 for the purpose of improving the streets of the town, and to purchase required machinery and plant. To pay interest and sinking fund on this amount it is proposed that a special rate of 6d in the £ shall be levied on all rateable property in the Borough. RECREATION GROUNDS. The ratepayers will also be asked to sanction the borrowing of £6150 to purchase recreation grounds at Kaiti, Whataupoko. and on the AYaimata River. To pay interest on this amount it is proposed to strike a“rate of Id in tho £ on all rateable property within the Borough. THE SPECIAL RATES. If all the proposals are carried the total amount to be borrowed will be £112.540, and the special rates to pay interest and sinking fund on the amount will be as follows:—Over the whole Borough, whether connected with the proposed sewage scheme or not: Sewage 3d. roads 6d and recreation Id. A total increase in rates of lOd in the £. Over sewage areas 1, 2, and 3: main sewer 3d, sewer drainage Is 3Ad. household connections (for the first five years) Is Id, roads (3d, recreation reserves Id. or a total increase in rates over the sewered area, of os, 2-Ad in the £ for the first five years and 2s lAd afterwards. The proposals to raise loans for road formation, and recreation reserves stand independent of each other, but rhe drainage proposals arc to a certain extent contingent one upon the other. If the ratepayers as a whole refuse to •sanction the borrowing of £20,000 for tiic main outfall sewer the drainage scheme cannot he gone on with unless these areas to be immediately benefited would consent to hear the whole interest payable on that amount. Iho proposal to borrow £IO,OOO to make household connections is independent of the other two. but it it is rejected and the other two proposals carried householders will have to make their own arrangements, inuopoudout of the Council, to connect their properties with the sewers. Tho cost of connection will cJcr pend to a great extent upon tne distance of the householder’s conveniences from the rower drains, and upon the sanitary utensils installed, lb ran be rongldv estimated, however, that each connection will cost- from £lO to £ls.
