GISBORNE LOAN PROPOSALS
SOME OFFICIAL FIGURES
/His Worship the Mliyor (Mr. W. D. Lysnar) has prepared -the following statements for publication., for the information of the ratepayers, as he intends to use them at the. public meeting to (be held at the Garrison Hall this evening, in connection with the loan proposals. He claims that iby the following figures it is shown that iby 'going in for the street and recrdition loans there will not be’any increase of rates/hut instead of an increase there will bo a direct saving as compared to last year’s administration, for upon a 2s rate (which was' paid -last year) there wifi, be n direct saving of £29,006 during the .five®years following the floating oi the loan, which can be applied towards the interest on a drainage •scheme (for the whole borough.
FINANCIAL (STATEMENT. Upon comparison for the past five years it is found that the general into collected amounted to £29,592, ami the expenditure noon streets to £29.648, practically the same amount, therefore it is evident that the general affairs of the borough could, outside of streets, be administered entirely from revenue, independent cl' the genen.il rate, which it can be assumed in available for street requirements.
The average yearly increase in valuation for the past five years lias been £7900. the value in 3908 being £91,500, and in 1904 £52,000. Therefore if for the next ten years it is put down say at- £SOOO per annum, it should be on the safe side. .Making an annual rate of 2s on this bas.'s it would leave the position thus:—; Year 1909 amount of rate £9500 (say first instalment of loan £15,000 taken up, £750 interest would be paid out of loan), (full amount- of £9500 available for street maintenance :ycar 1930. rate £IO.OOO (another £3 5,000 of loan money expended, £3500 interest- paid of out loan) full rater gain available for expenditure; year 3 911 rate £10.050 (balance of loan £12.600 expended), £2630 interest would have to be taken from rate, leaving £BO2O for street maintenance. The next year there would he- -another £SOO t > add for expenditure on streets, viz., £8530. This £SOO can now he added each yea r during the term winding up with a rate in 193 7 of £13,650, less interest £2630, leaving £11,020 for street req u-i vernont-s. .11. D. B. ROBINSON. MORGAN, ■ ■ •Borough Overseer. Mr Lysnar says that while acknowledging that drainage is essential for this borough, he objects to Mr. Mesatyer’s '.Shone system of drainage as ■being too costly and, troublesome to maintain, but prefers that system suggested by Mr. Jickell as being more economical in both cost mid maintenance, anci to show this he has prc-

In MestnyerU scheme there are also 14 ejector stations, which would be ojectioniable; -while in Jickoll s ■ there is only one small well, and then a re servoir under ground; also in M-estav-er’s scheme there would be air mams running from the power-house to each of the 14 ejector stations, and if a -leak Should -at any time occur iv the air mains the only wnv to uO-eatr the leak would be to dig down and test each pipe with a smoke or light test, which would lie too costly for our borough. „ K AY. DOUGLAS LYSNAR, Mayor.
