IN offering our services on the Gisborne Harbo.r Board, we have decided, at the suggestion of a number of your fellow Electors, to express >ur views on what may be regarded is the most important question afiecting the Harbor administration. Ist. We arc in-favor of a good Outer Harbor, and we consider the time now opportune to have the question submitted to the Ratepayers for their consideration. 2nd. AVe are in favor of adhering to flic lines of the new administration :>f the -Board, by which the rate has been avoided, and the wharfage charges payable by the people have been .reduced, .and to still further continue that policy when the Outer Harbor is constructed. So that the charges oil the shinning will be increased in proportion to the facilities rendered. 3rd. AVe .are determined to avoid the possibility of re-establishing a permanent rate. 4th. To as far as possible conserve the funds of the Board for an Outer Harbor., but we consider the river diould bo maintained available for the present river traffic. This position is supported by an Independent Committ/o, comprising Messrs W. F. Cratvfyd, Frank Harris, J. B. Leyden, Jf. Tustin, Tv. J. Pleimessy. 11. M. Bprroll, W. Webb, and T. Adair, who /are certified they have investigate! /lie position and the Town Clerk’s figures.- which show that by.the Street Loan in nine years a total of £36,686 can lie saved without increasing on a 2s rate, as compared with the present administration. VOTE FOR STREET AN D RECREATION LOANS’. AND AGAINST BAD SYSTEM OF SEWERAGE, AND ENSURE TRUE PROGRESS. Gisborne, February 2nd, 1909. TO THE RATEPAYERS OF THE COUNTY OF COOK. Ladies and gentlemen,— Having consented to become a candidate for one of the seats on the Harbor Board for the County, 1. beg to lay before you the main points of a jjolicv which, if elected, I shall support. 1. The construction of an Outer Harbor, without loss of time, and for that 'purpose to submit to the ratepayers either one or all of the plans now before the Board, so that the decision of those interested may be directly obtained on the question. I consider that the public safety and convenience are involved in the nonexistence of a safe harbor. The authentic figures published by the Harbor Board, and quoted before Parliament, show that under the least favorable circumstances no permanent rate would be required for tho payment of interest and sinking fund, and T know from my business experience that an immense saving can be made to the people of this community by the making of Gisborne °a- discharging port for imports from abroad-." Considering the progress of this district and the port of Gisborne during the last quarter of a century, and having in view the : very great possibilities of the future, I believe in lieu of any increase iu'rates, charges or fees, that they can be steadily reduced by the building ..of an outer harbor, until Gisborne becomes nearer to a free port than any other harbor in the Dominion.
2. I am decidedly of opinion tliat the waters of the Waimata and Taruhcru rivers should bo retained at full tide by means of locks or weirs, and discharged. from time to time as necessity or convenience advises. This would turn the mud banks of these rivers into a very pleasant expanse of clear water, both good to look upon and for the .purpose of pleasure, and at the same time ridding the town ■and suburb from noxious smells often arising at low tide, and adding to the health of a rapidly-increasing district. Besides these advantages, the scour would be useful in clearing the riverbed. - 3. The Tauwharapanae endowment wlil shortly be in the' hands of the Board. There will bo probably a contest on the Board itself as to whether that endowment shall- be leased in large areas or cut up for the best Value and in allotments for as close settlement as possible. I shall be strongly opposed to dealing with this in any other way than that conducive to profitable settlement and monetary results. „ • , 4. As regards the gcupral conduct of tire Board’s business, I shall use my best efforts in the direction of economy, subject always to an efficiency of service.
