FORTHCOMING CONGRESS. SUGGESTIONS BY LONDON CHAMBER OF COMMERCE. United Press Association, Copyright LONDON, Feb. 2. The Chamber of Commerce drafted resolutions for the forthcoming Congress, advocating the extension of trade reciprocity between Britain and the colonies, co-operation in keeping British emigrants under the flag, and suggesting that the postal departments of the Empire confer to devise a scheme of cheaper cablegrams.
