AND BULGARIA. IIITSS lAN SCHEME WELCOMED IN FRANCE. United Press Association, Copyright N PARIS, Feb. 3. f M. Isvolsky’s scheme is welcomed in France. The latter has £80,000,invested in Turkey, and holds the bulk of the Bulgarian debt. GERMAN OPINION. THE TURKS SUSPICIOUS. (Received Feb. 5, 1.6 -a.m.) BERLIN, Fob. 4. The German Government is reserved regarding M. Isvolsky’s proposal, desiring to know the feeling of Turkey, where serious misgiving is increasing. Many recall the proposal after the reestablishment of the constitution, whereby a remission of the war indemnity was offered in exchange for opening the Dardanelles to Russian warships. The fact that Britain supported the proposal at Sofia without consulting Turkey lias produced a very bad effect in Turkey.
